Course Overview
Conducting narcotics investigations presents a unique set of challenges and opportunities for law enforcement personnel. These challenges and opportunities demand new skill sets to evolve with the ever-changing world of drug culture. This course will provide the student with the knowledge and skill set to conduct a controlled narcotics purchase successfully and safely. This course will empower the student with the ability to effectively write various search warrants based on the criminal activity being directly seen during current narcotics investigators.
This course will provide law enforcement personnel with an accelerated introduction to the constantly evolving dynamics of narcotics investigations. Students will explore unconventional investigative techniques and learn the “Best Practices” employed to conduct these dangerous operations safely. This course will emphasize learning by doing activities involving actual and relevant case examples of controlled buys of narcotics and search warrants. No prior knowledge of narcotics training is required.
Who Should Attend
This class is designed for any active law enforcement personnel, support staff, or administrative assistants. Prior experience is not required.

Matt Maxwell
Detective Matt Maxwell is a highly experienced law enforcement professional with over 19 years of service, including more than six years as a Major Crimes Detective with a California Sheriff’s Office. In this role, he specializes in investigating homicides, robberies, and officer involved shootings. His expertise extends to complex cold case homicide investigations, high-profile violent crimes, and undercover operations.
Detective Maxwell holds a Master of Science in Law Enforcement Public Safety Leadership and a Bachelor of Science in Criminal Justice. He is a California P.O.S.T.-certified instructor and instructs at the local Law Enforcement Academy. He is also a department instructor for officer involved shooting investigations and report writing.
Over his career, Detective Maxwell has held numerous specialized assignments, including serving as a Negotiator on the Crisis Negotiations Team and as a member of the Sheriff’s Honor Guard. Previously, he worked as a Narcotics Task Force Officer for three years, conducting high-level investigations into major drug trafficking organizations, wiretap cases, and undercover operations. His experience includes authoring and executing over 250 search warrants, serving as the affiant on multiple wiretap investigations, and testifying as an expert witness in narcotics, firearms, and the Mexican Mafia.
Detective Maxwell has been recognized for his dedication and contributions to law enforcement, including receiving the Sheriff’s Distinguished Service Medal and multiple Detective of the Year awards. His investigative work has led to the successful prosecution of violent offenders, cartel-affiliated drug traffickers, and gang-related criminal enterprises. He has also played a key role in developing departmental policies, training new detectives, and contributing to best practices in criminal investigations.
Detective Maxwell’s commitment to the law enforcement community extends beyond his professional duties. He resides in California with his wife and two dogs and continues to serve through instruction, mentorship, and investigative excellence. His passion for law enforcement is evident in his dedication to training new detectives and contributing to best practices in criminal investigations.
